balancer shaft question

balancer shaft question
looking into the bottom of an assembled block, how far in do the balancer shafts go? do they only go in 3/4 towards the flywheel end of the block? Why is there a circular cutout at the flywheel end on both sides if the balancer shaft does not sit in there?
