coolant bypass ?? Did search

After driving my 2000 civic si (b16a2) I parked and immediately noticed the smell of coolant. I popped the hood and there appeared to be coolant leaking out of the head gasket directly underneath the vtec solenoid. Upon further inspection, and much to my relief, the coolant was coming out of a spigot directly underneath the coolant bypass hose that goes into the intake manifold. The spigot itself is approximately 1 inch in length and maybe 8mm wide?? It appears someone tried to block it off with rtv sealant unsuccessfully (damn german honda dealer) My question is, where the hell does this spigot need to be connected to?? The water pump??
I installed a skunk2 IM a while ago but I know I didn't seal anything up with rtv sealant. Sorry for the lack of pics, I'll try to take some but I need someone to host them for me!! Thanks

a picture would be the best idea.
im thinking the hose either conects to the bottom of the throtte body(99 si dont have a manual iac correct?) could conect to the electrical IAC on the back of the intake mani. maybe the thermostat housing. maybe the "coolant" tube on the back of the block.
