Default B18C Hesitation Problems in Civic EX

Hey guys,

My friend has just finished installing a JDM B18C into his 1999 Civic EX. The motor is a 1996 ODB2A and the ECU is a 1994 ODB1. The following parts have been replaced...

Distributor has a GSR cap and a Civic EX rotor
Fuel pump upgraded to a Walbro
Fuel Filter replaced with OEM filter
Fuel line from filter to fuel rail replaced with a GSR one
New spark plugs (wires are the same as came with the motor)
Oil change with OEM filter and Mobil1 5W-30 oil

The throttle cable is also a little loose...

Here is the problem. When stomping on the gas at WOT(what we are assuming is WOT due to a loose throttle cable) the car hesitates for a moment before it gets going. The car is currently at the Acura dealership and even though they feel the hesitation they have no clue what it could be. They are suggesting that it may be a bad O2 sensor and to start switching the ones from my GSR into my buddies Civic. I think it may be the throttle cable although the Acura techs say no. Could the initial A/F ratio be off and the motor be running rich because the slack in the throttle cable is not opening the butterfly valve enough to make the A/F ratio stoich(sp)?

I know this has been long but we have been trying to get the car running for awhile now and this is our last headache...I hope.

tps sensor????is it plugged in? or broken???

It is plugged in and working. We took it to a mechanic friend who ran a lot of tests on it. Noone knows what it could be.

Sounds like it si definitly running rich. Those are common symptoms of running rich.

Yes it is running very rich. And what is the "tps" sensor?

Do you feel pretty comfortable thats the problem? Cause those sensors aren't cheap... also, when I left off the gas I hear pop sounds from the exhaust. More than usual?

Maybe the EX rotor in the B series distributor...? Maybe it's not giving the kind of spark it needs....
