Default Vtec problems

My vtec kicks in and shuts off immedatly on my 97 hx civic. I checked the ignition system and its all good xept the coil its got stuff on the end of the point but I cleaned it off. my oil level is good . and the amps across the circuts are good so I dont know.
does the sylonoid go out ? is there possably a vacume leak?? I love in jax fl no one here knows anything about vtec system and how it works even the honda dealership. so any input from you guys would be helpfull. thank you in advance.

This is where the VTEC solenoid is, yes they do go out occasionally.
What RPM is VTEC Kicking in and off at?

the vtec kicks in around 2500 - 3000 rpm and shuts off as fast as it kicks in.
I feel the bump and than the bump again when it shuts off. and I get terrable perf.
everything just lays down.
