RUST HELP
Tell whoever told you the body isn't strong enought to race to do some research before discussing any given topic.
Rust is a bitch because to fix it you really need to do it right. If you are referring to the rear 1/4 panels you'll have to get at it from both sides. BECAUSE the rust on these actually starts on the inside. Remove the interior and youll see an area where water comes to rest in the corner and has no place to go. Anyways. outside youll need to sand/ scrape the area until you see fresh metal all around. Then you want to get a product like "One Step" It turns rust into a black primer.
IMPORTANT: get the brush on kind...even if it is another brand. The aerosol kind does not saturate the heavier rusted areas enough to get a good reaction.
Then glop it on and in whatever holes are left. Let it dry as reccomended on the container. It is sand-able so you can sand prime again if necessary and then paint.
On the inside youll have to get sandpaper and a metal brush to remove loose rust and then really coat that rust well with the mentioned rust inhibitor. Once that has dried up, You'll want to fill that area w/ fiberglass or foam to stop the water from resting there again.
Make sure you get to all the areas you can... if it's really bad you may need to remove and add metal in some areas... I'd say go to a shop then

you can fab something up and fix it to make it look descent, but it will eventually rust right back out. The only "true" way to fix the rust is to completely replace the panel. I know you said you fenders were rusted out but I think that your talking about your Quarter panels, those usually go on the ol' honda's. Yes, you can replace your Q/P's, takes a lot of skill and knowledge of the trade.
On the other hand if you were just to fix the rust spots then NO you couldn't race you car without it not cracking; I mean you could race your car but the stress that racing put's on you cars body would prolly stress crack the repaired area's. Having a UNI-body car, yes, a lot of the body acts as structural support but the small rusted area's on your quarters won't weaken your car enough that you couldn't race it.

Ima give it to you straight being up being that I work inna body shop and can hopefully give u a lil more insight on the subject... First off rust if left alone and not treated will not go away but only continue to eat away at the metal until there is nothing left . Now, u didnt say if it rusted through or its just rust. But heres the deal . Hopefully were dealing with just some rust on the fenders on rear quarters which would be treated by sanding away at the rust until its gone. Now be sure that the rust has been completely removed!!! If not the rust will only come back again !!! So after you sand the rust away your best bet is to get a product called ospho or an equivelant and take a brush and brush it on leaving it for a few then wiping it off with a rag.. Also now instead of using regular body filler ( bondo) you will need a fiberglass reinforced body filler to put on the repaired area and then regular body filler can be applied. Now if the panel has been rusted through you will need to cut around the area with a die grinder or whatever it is that u have available and get some scrap metal from a junkyard or somewhere to fabricate a piece that fits the cut out .. Then using a mig welder set to the right settings begin to tack weld the plate on to the area. Then all u do is take a grinder , grind down the welds and start with the fiberglass reinforcement filler... It may seem like a lot of work but all it takes is a little time and patience and u can do it and save ur self mad money by not going to hte body shop... About the only thing u will need to do is sfter you complete the repair take it some where and have it painted.. Its that simple.. Good luck to u

Well said noob......My advice is the same, dont bother with trying to sand it away or use that reaction stuff......go cut out good quarters from the JY and weld them in.
