Default Speedometer problem

My speedometer has the right reading but when it starts from zero it doesn't move until i get to about 10 or 15 mph. What could be the problem.

all the guages in US are off by 200 rpm's when they are brand new. They do it because they think people won't rev their motor as high that way. Its really stupid.
