Default oil and water cooled, can you not use water??????

if you have a turbo that is oil and water cooled, can you use just the oil cooler? and just leave the water cooler not hooked up/plugged?

im selling a turbo to a guy and he says he wants to only use oil. so i was just dubble checking, i was almost postive you could. thanks guys.
