LOW IDLE...Rpm's drop and hesitation when revving
Once warmed up the engine idle's at 400rpm's and when i give her some gas they drop even lower and the car hesitates real bad untill the rev's hit around 4000...at those high rpm's the revving is smooth...i think the exhaust smells a little strong but i dont know if it's lean or rich. PLEASE HELP!

Let's start with the basics.
Idle adjusted properly? (unplug EACV [IACV], and set idle to 600 rpms).
Ignition tuned up? Good cap, rotor, plugs, wires?
Coolant bled properly? YES, this can affect idle...
Throttle Position Sensor set properly? (Check manual for spec, but should be around .45v closed and 4.5-5.0 open).
