keep it in neutral... keep very light pressure on the brake of the car being towed, to keep slack out of the tow-strap line.

...wondering if this is the kind of flat tow you're talking about.

do you have to have a working ignition lock to flat tow?

I'm thinking if it is disabled won't the car steer all over the place?

With a proper tow bar, you want the steering lock disabled (which a racecar should have anyway) so the car can steer to corner behind the tow car. it can't wander as it is hard linked to the tow machine.

I have never done any real flat towing of a Honda. I don't know any specific mechanical issues that a Honda would have although some cars will suffer troubles because of it. If you flat tow a Corvair about any distance or even have the rear wheels on the ground with the front in the air on a normal wrecker, the camshaft will fail within 1000 miles of use later. Don't know why, just some bad mojo I suppose. I haven't heard of such on a Honda but that is not to say it can't happen.

Can you back up if it's hooked up in a flat tow?

Plus, well... cars aren't all too keen about being flat towed if the suspension is busted, or if the wheels point in 4 different directions, not that I've ever had that problem...
