Default Cam timing help needed

When adjusting cam timing on VTEC cams to spec (crower 63401) is the 0.050" lift taken from the primary rocker or does the vtec piston have to be locked so it can be measured from the VTEC rocker??

Specs are for the VTEC lobes. Lock the rocker arms into Hi cam to degree them in.
