Default Basic wiring/fuse question from a stereo noob

Ok, I've put 2 stereos into my 90dx beater and had no problems. Wired it up, everything is cool. My new project is a 90ex and the guy before me had something in it bc when I went to put in my old stereo I found lamp wire running everywhere, at least 6 strands of it....so naturally 've run into some problems...

1. The stock harness connector was cut and a different one was rewired so the colors didnt match, but cross referencing my helms manual and the sotck stereo I got the harness together.
2. When I run a test light to the "light" switch, which turns the backdrop lights on when you turn your parking lights on, its lights up...however, running a test light to the constant power wire, the acc wire, or the backup wire with the ignition turned to just b4 start I get nothing.
3. Checked all fuses, all seem fine, pulled them out nothing looks blown.

So heres where something got my curiosity....while running the test light through the fuses all of them but one would light up when the tester was put to both sides of the fuse....the one that wont only lights when one side is contacted but not the other. Is this a blown fuse or maybe jus cracked apart? This one fuse is one of the 2 in the dash that run to the stereo. If this is messed up then why do the backdrop lights work?

And where does the wire loom for the stereo start so I can test the wires from there and see if I can find a bad wire? I assume its behind the fuse box but how would I get to it? Sorry for the long explanation but I'm stumped, and also I dont have an extra 10 fuse laying around....so I'ma go switch one around and see whats up....just like to hear your opinions on this, thanks!

just wire the fuse ends together for a sec.... you'll see if it's the fuse...

Yeah I went back and checked everything over again and did find a blown fuse, I hit it with the test light and it checked ok but went back and checked the other side of the fuse and nothing, pulled and it was blown. So now my stereo gets power, my dome light is back on, but I only 1 speaker works....the 2 in front are new and the 2 in the back were the blown stock ones so I dont expect those to work. I get power to all speakers but 1 so I have to check those connections. So for now I've solved my own problem.
