Default brand new dead motor. Please read

I just got a jdm d15b vtec. I did a compression test by cranking with my hand and I got 30 on all cyclinders but one (#2). Number 2 cyclinder gave me 0. So I added a little oil to all of them cyclinder. Now I could hand crank them to about 80-90, but that #2 could only do 60. I pulled the motor off the back of the truck where I was hand cranking and then I pulled off the exhaust manifold. It had oil comming out of #2. Sounds like a dead ring correct? So I should send this motor back correct?

You can't do a compression test using hand cranking. It has to be connected to a starter/tranny with a decently fresh battery and the throttlebody held open. Even then compression tests are kinda iffy. Best bet would be to do a leakdown test. The oil coming out of #2 would be the oil you put into the cylinder when cranking on it...it'll eventually make it's way out through the intake/exhaust ports, or slowly leak down through the rings. I think you're fine, but if you're really worried take it to a mechanic and have them do a leakdown test.

you can't do a compression test by hand period ...... the motor should be hot almost operating temps

Doesn't it make sense that if you pour oil into the combustion chamber and then crank the motor (so that the exhaust valves open) that oil will come out of the exhaust manifold?

I would agree that you atleast need to use a starter and have the TB open. Better though, would be to just use an aircompressor and do a leakdown test...just search on here and I'm sure you will find some info on it, if you don't know how to do one already.
Good luck!
