i WISH sm/sm2 was run what you brung as you put it. but, it is not. you are allowed unlimited drivetrain (same manufacturer) and unlimited suspension, but that's about it. if you remove a windshield wiper, you are risking a protest...

Yes, you need a full interior. Only the backseat, if you have one, is removeable (Specifically allowed in 18.1.I). But since you are a CRX the point is moot.
You should also realize the SM/SM2 rules allow for Street Touring and Street Prepared allowances (which in turn allow for Stock allowances). So you should read up those sections too, they will explain a few other things you can remove legally.
And after all that, anything that is not explicity allowed by any of those ruleset is forbidden.

What class could i run in with a swapped b16? Can some one explain the difference in the GT3 class and the ITA class. Id like to get into road racing and dont know where to get started.

Start with a 88 CRX Si.
That's probably the best chassis for ITA.

Neither class will allow a swap to a b16. After a quick look at the rulebook, I don't see any roadrace class with scca that will allow the swap. They all list d series motors. NASA will allow swaps and autox allows them in sm and sm2, and modified classes. If roadracing is in your future plans, don't do the swap, put the money into the car, suspension, driving education, then building the stock motor for whatever class you choose.
IT racing is basically a balanced and blueprinted motor with good suspension and DOT tires. GT allows a lot more work to the motor and much modified suspension and bodywork with slicks. A competitive IT crx can be built for under $10k. One built to the limit of the GT rules could be 10x that.

You will need a SCCA license w/ crew license. No extra charge for the crew license, but sign up for a membership (i think you can fax in the form) just let them know you will need a crew license also. This gets you in the gate free.
Crewing will open your eyes to what RR is really about - and probably net you some good contacts and oppportunities if you keep your head up and work hard. Its worked for me.
You may want to do some DE type (instructed track days) events as well.
