Default open deck vs. closed deck sleeves

What are the differences between the two. Obviously one is a closed deck design and the other is open and open deck appears to be cheaper. Other than that for an all-motor application is one better than the other? Can both be bored out as large? Does one cool better? etc.

it's my understanding that the closed deck is more for boost. Though I suspect that it would be very benificial for high compression. A full closed deck-ie. Dart- could be bored very big, I think 87mm. Open.. well you'd have to sleeve it and that usually closes the deck a bit, but you'd probably get 84-85mm.
