does it help? no.
if it is a watercooled housing, idling down the turbocharger takes less time, because the flow of coolant through the housing pulls heat much faster....
But having your heater on does not affect it...

If you have an older car with a so-so cooling system running the heater adds an extra radiator which will cool the motor down faster.
Not sure this will make any difference to the turbo, but a cooler motor cant hurt.

It does affect the temperature of the turbo. A cooler water temperature automatically equals to a lower oil temperature. Just think of what cools down your motor oil...yep you've guesed it, coolant. And what cools down your turbo? You've guessed it again, motor oil.
It will only be beneficial if your radiator is undersized though because if your radiator can already keep your water temperature consistent, your water temperature will remain the same regardless of what position your climate controls are at.
