And THREE stage VTEC engines are available overseas, found primarily on 6th gen Civics.

its not vtec it is the secondaries , It just allows for more " control of the airflow for a better buildup. You can have high rpm power with out sacrificing low end. My friend just put a skunk2 intake on his gsr, he was complaining about the 2ndairies. Now, he is missing any low end tourqe he once had.
you cannot partialy engage itr vtec, you have 2 sets of lobes if you had 3 or four seta or possible some intricatly tapered cam lobes then you could have multiple engagement.
