Default TDC problem, yes another one!! - please help

Ok I have set TDC on my lower pulley, the only alignment mark I can find is right in the middle and it is a little circle with another small circle in the middle of it, I have a red and white mark on the pulley. I have it lined up right to TDC on the pulley with the white mark.
What I think my problem is is tightening up the belt but this time I did it and it lined up to TDC. The camshaft pulleys on the right side does not line up and the left side does, it doesn't look like it is off a tooth, the rotor is pointing torwards #1 and the car sounds good then misfires for a sec it does it over and over so I know it is timing still, anyone have any pointers?

6 views and no help, bump bump, the above picture is what my pulleys look like, one is slightly off but everything seems to be at TDC besides that one.

not sure i completely understand what youre talking about except the picture part. it looks like all you need to do is take the belt off realign the cam gears (can be a little difficult without the alignment tool) then put the belt back on. make sure you follow the tension procedure and it should be fine. but i still dont understand the circle with the little circle thing. hope this helps.

When I set my belt timing I put the pulley to TDC and then loosen the belt tensioner. I then pull the belt off the cam gears. I then line up the gears right. I then pull on the belt to get enough slack and slip it over the exhaust gear first and then over the intake one because that allows for enough slack. I notice when I do this my crank pulley usually moves off the mark, no big deal turn the pulleys so they have the belt tight between them and this usually makes the timming correct and than tighten down the tensioner and its all good.
