Default any better ecus than a p28?

my friend has a 93 ex sedan with a p28 ECU, is there a better(more power) ECU for the Z's that he could use or are all the OBD1 VTEC civics using P28's?

Overall, no. The P28 can start and run any b-series motor. If you have an obdII, just get a jumper.
