What is this bracket for?
Actually I left mine in... I figure it would lessen the damage of any impact (a little) on the quarter since that whole area is unsupported except for that lil bracket.
Maybe it takes the place of the ABS control unit that was used on the older ABS pumps. I'm not sure if the newer '97+ ITR/'98+ non-ITR's still place them separately or if they just moved it.

The ABS control unit is in the same place, on the passenger side, and that brace is behind the control unit also.
I pulled mine out.
That little piece is too flimsy to do much of anything.
It looks to be of the same thickness as the piece of metal under the steering column and in the glovebox.

it's ssbp, but in the inside coating it looks more purple...and my camera's coloring does as well)
the bracket is located on both sides. Imagine it's for rear passenger safety, although it's very very flimsy (like the ones in the dash).
haven't noticed any adverse effects yet

I figured that was to prevent wobble on the panel where the speakers attach. Because that panel is super flimsy and a speaker tends to make it flap with road vibration if the bracket is removed.
