Default CEL 41

Ok I fired up the swap today. B18C into a 2k HX civic. Fired right up, only I get CEL 41 for the primary O2. So I thought mabe the O2 was bad and tried one from my other civic and I still get the same thing. All my wiring seems to be right. What else could it be?
