Default Code 1, AAARRGGHHHH!!!

I have a 1984 DX with an '87 teg motor; I've got new plugs, plug wires, O2 sensor, and air filter. I've been getting a code 1, even after resetting the ECU. Also, the only way to reset the ECU is to disconnect the negative battery cable because even pulling the "hazard" fuse at the positive side of the battery clamp or pulling the ECU fuse in the main fuse box doesn't do anything. Anyway, could a faulty fuel pressure regulator induce a code 1? I'm at my wits end, and am considering pulling the PGM-FI light.

BTW, I haven't done anything to the teg motor; it's pretty much stock.

Check the Fuel Pressur Regulator(FPR) first. With the FPR vacuum hose disconnected, the pressure should be between 35-41psi. And it should rise when the vacuum is disconnected. If it doesn't, the FPR is faulty.

Next, recheck the O2 sensor. At normal engine operating temperature, the voltage between the O2 sensor and the ground should be above 0.6 at WOT and below 0.4 when throttle is quickly closed. If out of spec, the sensor is faulty.

Lastly recheck the same voltage at the ECU harness between A18(-) and C16(+) terminals. Again, you should have the over 0.6 at WOT and below 0.4 when closed. If not, you have a short or an open somewhere.
