you prolly need to replace the "skin" if the rust has eat thought the metal..
try to sand it down and see how thick is the rust.

depending upon how bad it is you can
Bondo it
cut it out and weld in a new peice
replace entire quarter panel (most expensive and best looking option)

I posted something about this. The reason the rust happens is because honda used to use a rubber strip along both rear quarterpanels. In 2001 and above hondas the strips have been removed. All you have to do it pull the rubber strips off, and spray some motor oil on the area. If it hasnt started rusting it won't but if it has started rusting this will still help.

It show's here that the rear quarter panel is 1 piece, but when i look at my car i don't see any breaks at all in the panel body, does this jus show the pieces where they WELD it 2gether to become a frame?... I'm sure u can't jus buy the panel and bolt it on, can u?!
If anyone knows this, plz explain... aparently the panel cost $391 per side for the rear... jus the rear piece... the front panel is more $$...
I'm refering to the panel #4 or #8 (4 is right and 8 is left, jus for buying reference).
