From what I understand the definition of a 'governer':

"A device designed to automatically control the speed or position of some part (i.e., engine speed or transmission speed). Governors are used to prevent an engine from exceeding its maximum rpms. They are also used on rental vehicles to prevent operators from speeding."

Generally this term is not used on Honda's. I've always heard people refer to it as the rev-limiter. I guess it's essentially the same thing.

From what I understand about how the Honda ECU's are programmed is that they have a rev-limiter (limits the user from going over a certain RPM to prevent engine damage) and a fuel cut-off.

I don't think he means that. He wants to go over 120 or 125 on the streets.

factory governor?

if you meant a speed governor, theay dont have one. theay do have a rev limiter that does have to be adjusted via the ecu. send it back to jet because it should have been done the first time theay had your ecu.

ive never hear anything good when it comes to jet.
