OBD1 ECU, which?
I was/am looking for a P30 ecu, but found them to be scarce. Someone told me that I could just use a P28? and chip it or something?
1990 B16A in 88 CRX, OBD0 right now, switching to OBD1
+ doing turbo install and obd1 conversion @ same time, going with hondata s200

The P28 and Hondata will be fine. The only relevant difference is the absence of a knock sensor. The P30 looks for one and the P28 does not. Stock knock sensors are useless however so it won't matter one way or the other.
