I tried this in the tech section. But I get no love in there. Plus anyone that knows anything is in the Forced Induction Forum. We all know that. 
I know the motor wasn't warm. I'm not sure how much that makes a difference.

We haven't installed the motor in the car. It's sitting on the ground. After pulling on of the spark plugs 3 of them had a lot of oil and buildup on them.
We did have the Throttle body open. . .
The motor was bought at HMO.
How do the compression numbers look for a motor w/ 10.6:1 compression?

What's important is that the numbers are consistant. They will go up once the motor is warmed up. Those numbers are excellent.
