GSR Greddy turbo. Possible oil on the threads of the spark plug on cylinder 4

What could cause that to happen???

I suggested to my friend ot do a compression test and that it could rings or valve seals. Its a 2001 GSR block bought new from Honda. Head was cleaned up and fitted with new valves (He hydrolocked his motor).
