Default making torque on a b16

In order to get the most tq out of a turbo b16; instead of using a t3/t4 and cutting off the boost pressure soon. Just get a t3 or 14b(mitsu) and somehow let the boost pressure go up to 14lbs till about 6k rpm then set it down to 9lbs up to 8k. My thoughts behind this is that most people don't look at boost pressure and cfm together. They just look at #'s of boost. Hope this makes sense to at least someone.
