Fiberglassing dash/doors???
Under the vinyl there is this foam like padding that is fairly thick, could resin just be applied to this and sanded or does it have to come off? If it has to come off, how to get it off?
Under the foam there is a plastic skeleton. I would guess that you could apply it to that, but then you would still have the same shape as factory. What are you tring to do?

I'd remove the foam. If you try to press down to get bubbles out, you might get lumps or something. It's going to take quite a few coats to reach the factory thickness.

Use the thicker fiberglass pads and place those on top, after the resin has dried, to give it strength.
Apply bondo to smooth out any rough edges or wrinkles..
paint accordingly.
use the fiberglass sheets (thin) and stretch it over the entire frame and staple around more detailed areas (also leave a little loose)..
resin that, and let dry...

Just use high build polyester primer and spray it evenly right over the vinyl and sand it down cause it's so much easier to sand and send it to the body shop to get primered and painted. seen it done to a dash.
