notice the bottom set for the fronts...doesnt look like its going into my wishbone
here's the part number for the supposely back shocks HOW COME ONE SAYS SPORTS AND THE OTHER SAYS SPECIAL
here's the part number for the fronts
here's the ground control (ARE THEY THE SPECIFIC KONI GC)

Civic 1.5 Coupé (USA) types EG, EH
with these sport dampers the car can be lowered Fr/Rr: approx. 25-15 mm 93-95 N6 8041-1152Sport R4 8041-1153Sport (rears)
And those others arent even listed on the Honda parts page.

OKAY HERE GOES.
the top set with a Y at the bottom of the shocks is correct for your car and is a rear set, nice that they have 5 heights for the C-clip too!
the bottom set with the round bushing at the bottom of the shocks is a rear set for an Integra Type R or CRX style possibly.
so, you got two sets of rears. one works with ITR rear LCA's the other set works with Civic rear LCA's.
good luck bro

what about the gc, are they correct (are they the koni specific gc's or just regular civic gc?)

The fronts fit into a clamp on the control arm. Also make sure you have the adapter for your ground controls to fit onto the Konis.

if they're not the adapters than what is?
They are little "C" clips that fit over the Koni spring perch so your GC sleeve sits on top. Maybe your GC's don't need them, but I was under the impression most GC's needed them.
There was a part mixup by the shipping dept. of whoever you bought them from.
Your part number 8041-1153 Sport is correct for the rear but the other pair with the round eyes on the bottom are wrong. You want part number 8041-1152 Sport and they gave you 8041- 1252 Sport. The part numbers are off by one digit but those shocks are the rear shocks from a '88-03 Mazda Miata. Whoever took them off the shelf just made an easy mistake.
Call your dealer and tell them you got the wrong part number and they should switch them right out. Don't get irate with them if you can avoid it because that only complicated things, obviously there was no plan to mess with you but just a simple human error.
If I can help, let me know.

I also believe to use Konis with GC you need a special adapter or something. I don't remember exactly.
* $10 per corner additional for billet aluminum Koni or Bilstein adapters. No extra charge for any other shock. Please don't try to make another kit fit on Koni or Bilstein. It doesn't work for GC or any other coilover kit.
