Default naturally aspirated vs turbo (sorry if re-post)

I tried searching for this but didn't find much. So anyways, which is cheaper to make faster? I mean to be totally streetable and totally reliable which is cheaper to be fast? (this is without slicks) and when i say fast i mean consistantly mid-high 12's

junkyard turbo kit. if properly tuned, is reliable and easier to get into the 12s. and it depends on what engine your talking about.

oh crap, well i ment jdm b16a, (j1 tranny) i just ordered it (well a week ago) it will be here on wednesday, and i'm already thinking of faster. But not only on this motor, but what about the d16a6 or the d16z6 or a mini-me?? or a b18, those are just about all the motors that i would really be curious about. So would junkyard turbo be the best way to go, i mean to properly tune those things you got to be using the standalone fuel management and those get pretty pricey.
