trying to reg/smog your jdm b16?
well i am too. went to a smog check station and tried to play the dumb role and get my car smogged ("i swear, i bought the car smogged with that motor...honestly, i didn't know civics didn't have those b16 things in there!"). didn't quite work...haha, well anyway the guy told me to go see the ref, and while trying to find info about scheduling an appointment with the ref i came across this (from the dmv's site at http://www.dmv.ca.gov/vr/spcns.htm)
"Effective January 1, 2003, the first 500 owners to apply for registration of a specially constructed passenger vehicle or pickup truck (as part of any registration transaction-original, renewal, transfer, correction, etc.) may choose whether smog requirements that apply to their vehicles are based on the engine model year or the vehicle model year."
if i'm interpreting this correctly, i can apply for register my car as a SCPV, with the smog requirements applying to my VEHICLE MODEL YEAR....this is a long shot, but theoretically, i should be able to pass smog if i meet emmissions requirements only right? no need to get my car based on ENGINE (meaning that i don't have to convert to OBD-1 b16)....well i'm going to see the ref soon and hopefully things will work out. if i'm interpreting this incorrectly, let me know

O.k
Since there is no 89-91 b16a in the united sates the only thing i can think of is telling the reff you have a b16a3? from a 94 del-sol and having converted to obd1 with a 94 ecu and having all the smog stuff on the car for that year of engine.....
Or you can just pay some guy out and hopeing a cop doesn't ever ask you to pop that hood.
I'm thinking of doing the obd1 stuff my self just to be on the safe side
What do you guys think?

wut if the smog ref dont know what a b16 is? and think it is stock?
i thought about obd-1 conversion too...omg, that's gonna be alot to be cool. hahaha, but i'll see what the ref says. it'd be sooo cool to have that bar sticker for my motor someday...

ok, wut if you bring it to a regular smog guy, and he passes you on the visual? does that mean lucky you?
as long as the motor is from the same year car or newer they should let you smog your car. it could be a ******* lawnmower engine if you want.
hell ... I think my ZC is older than my model year ... but I guess none of the smog guys ever bothered to check the block.. anyways, that vehicle model year **** sound like a good plan
