Default Engine advice

I'm in the market for new parts for my civic (94 dx coupe), and the first thing I'd like to get is a new engine. Any suggestions on which gives the most bang for the buck? I was going to go with a d16z6 and add a turbo, but that was when I was strapped for cash. Now, price is not a problem. Any suggestions are appreciated, along with what kind of set ups you have right now.

b18c1 is a pretty good value.... b18c5 if you have the money.
