Tuning After Mods
I always hear everyone say tuning after mods is crucial. What do you tune? (I'm assuming a/f ratio, spark timing and cam timing) How do you tune it (Adj. f/p regul., distributorless ignition, cam gears?) I know how motors work I just don't quite get the tuning end of it.

To tune fuel curves and VTEC engagement points you have to have some way to alter the programming that you car comes with from the factory. One way of doing this is a standalone unit like Hondata or AEM EMS. These units run fuel curves that have programed specifically for your car by a tuner. Then they are piggyback units that like Apex's VAFC. These manipulate the stock ECU into changing the cars VTEC engagement point and fuel curves. These are both tuned at the dyno by looking at HP and torque outputs as well as A:F ratios.
Tuning can also be had by adding aftermarket cam gears to adjust the Lobe Seperation angle of the cams. Basically, you can adjust the power band (ie lower/upper rpm bands) by tuning of the cam gears.
The link you provided does not work but I assume it is a chip that you add to your car that claims to add horse power. Although it may increase HP, it's really not the best way to go. These chips are usually programmed from info gathered from one cars dyno tuning. While the setting may be optimal for that car it was designed off...remember that all motors run a bit differently and may not be the best for your car's engine. In addition, if you have mods that just another variable making the generic chip that much less optimal for you.
