mine does that too, I notice it everytime when I go foward after backing up and turning the wheel. I have no clue what it is, but i guess it's normal.

the dealership said that it is an abs check or a brake check of some sort. And i have a 2000 base model so i dont think that its related to atts.

Ya you are right, I checked with Honda ,because my car was doing the same, and they also said that it was ABS. I have a 92 Si.

hmm, does this only happen when you first move after starting the car? or every time you start from a stop even without starting the car?

It should only do it when you start your car and drive away, not everytime you start moving from a stop. When you slam on the brakes the ABS will kick in and then you will feel/hear the ABS charging up again.
