Will OBD II ECU advance or retard timing as necessary?
I need to get my car smogged. I am currently running a chipped P28 in my 99 Si with timing in the area of 18 (can't remember off hand). If I put my stock ECU back in will it take care of retarding timing back to stock or do I still need to adjust the distributer?

You have to adjust your 'base' timing via the distributor.
Your stock ecu may have a less agressive fuel/timing map, but you should still retard your timing via the distributor if you are worried about passing the smog test.

What are the steps for changing timing again?
I know I am supposed to short out the ECU, but I have forgotting exactly how to do it.

Here is how to adjust your timing.
