Possible my CEL is not working? Car acting up CEL not on!

My 93 Cx has been running like $hit for the past couple weeks (670 miles).
Car is bumpy as hell in low RPM's, blows flames and LOTS of smoke (burns 1 quart of oil every half tank of gas), and lately starting hesitating when I accelerate in the mid / higher RPM's (does this from time to time).
All this an NO check engine light. I sure as hell don't see why this light is not on or coming on at ANY time. When I turn the key to ACC the CEL lights up so the bulb in the cluster is not blown. Any ideas?
As soon as I find a GSR motor the CX is coming out which is why I drive it like it is.
I'm probably going to take it to the Craft shop in the morning to get it looked at....

Run a compression test. Or at least pull your plugs and read them.
As for the light, if it goes on for a short time when you start the car, then it should be fine.
