Lets say u are running 8psi on a Gsr with a t3 turbo and u get a t-25 instead can u boost more now safely because of the smaller size like 11? Also it will spool up faster but will it sacrific top end?

Actually no.If you go to a smaller size you won't make as much power; do to efficiency levels going to sh!te. You'll heat the air too much.

depends....there are a lot of factors you have to take into consideration.
more then just turbo size....
