When he turns on the car it won't let go higher then 3 rpms. there's a sound coming out the Distributor and it also throws white smoke off the exhaust.

 

If his timing's way off, the ECU won't let you rev past 3k. White smoke off the exhaust is ok when it's cold, but if the car's warmed up and it's still blowing white smoke, that's coolant leaking into the cylinders, i.e. headgasket or cracked cylinders.
