Oil where the turbo and manifold come together...????

Oil where the turbo and manifold come together...????
I was changing my oil today when I noticed oil around where the manifold meets the turbo, what can cause this? I ws thinking my turbo has gone bad and it's just throwing oil around everywhere in there. Could it be something else? It may not even be oil, it just looks "moist" all along the meeting spot.
