Default Just finished swap, idle won't come down?

Okay, I just finished replacing a 96 integra Ls' engine with a 92 Ls. I didn't have an obd2 oil pump so the ckf sensor did not get transferred over (cel 54 for the ckf).
Well my concern is the car idles at over 1000rpm even after adjusting the idle screw all the way down. After giving it a little gas, the idle will come back to about 1200 but surges up and down between 1200-1300rpm for about twenty seconds before becoming steady again at 1200 (everytime it gets gas). Why is the idle so high? WHat could I check?
I remember filling the empty radiator up the first time and started it up, the coolant didn't seem to flow (no extra water/coolant needed and none flowed into the overflow reservoir) it just took the gallon and a little water; usually on other engines I've done, when it started, the water flowed and needs topping off.<--could this be a factor to my idle problem? what could be the cause of this?

How?
I swapped over the whole intake manifold and wire harness and they were good before the swap.

Check for vacuum leaks (spray bottle + water), and make sure your throttle cable is adjusted properly.

I bled the coolant, carb cleaner on every vac hoses (no leak), throttle cable adjusted to Helm's spec. Nothing. Idle still over 1000rpm-still surges lightly after rev drops (after revving it). Another thing weird is that my coolant don't seem to wanna flow; I have the heater on and cap open when bleeding and it never take up any coolant . Since the first fill and initial startup, usually I'd have to add water after starting up on a coolant flush, etc., but this time the fluid just stays there at top; don't seem to flow into the block--overflow reservoir also empty. Any ideas on these two problems that is stressing me the f*%k out??

Also, the temp gauge goes up and down also (not past half though), if that helps any with some suggestions.

First check the engine grounds, but i'm not thinkin that this is the case... Check your thermostat and bleed the coolant again... There may be air pockets in the coolant causing it to open and close your FITV making the idle surge... If that isn't the problem then check the TPS voltage by measuring it off the center wire in the connector... Make sure that there is no more than 0.5vdc with the throttle closed... I always set it to 0.45... Good Luck

Not really... Maybe a bit lumpy over an OE cam but that's what you get from high lift cams... My friend's race motor with ITB's and SK2 stage 3 cams has a pretty good idle.. Peace

The cams and everything is bone stock. I also plugged a line that came out from the back of the head (maybe thermostat or whatever--where a couple of the heater hoses connect to) on the new motor; that line (maybe coolant) used to go onto the intake manifold of this 92 b18b but I swapped the intake manifold over from the 96 b18b1 onto this motor and the 96 manifold don't have a place for it. I don't think that could of caused the problem though; I'll try checking the tps voltage (with car on right?).

also, make sure you purge the air out of the cooling system by loosening the bleeder valve on the water neck that connects to the upper hose.

Yeah I did that + also let the car idle with the radiator cap open the next day; so I think there is no air in the coolant sys. I thought I would also have a leak around the int. manifold gasket since I reused the gasket + some kinda sealant but I also sprayed carb. cleaner around the whole manifold and nothing-no leak. Thanks for replying anyways and any other suggestions would help.
