Will 96-98 JDM ITR ecu allow my car to pass emissions?

I have 1996 civic with 1997 obd2 b16a2. I know that the JDM ecu's dont require the second o2 sensor in the cat just as the obd1 ecu's. So this is my only concern as to if it will pass emissions? I'm in northern va by the way.
