i just got a 95 milano red i'm asuming civic...2 door 5 speed....its had it 2nd engine..and has been ragged....i got it for like 2 grand....what should i do first?

Sounds like a perfect porject car! If i were you, i would plan out the whole car before i start buying things at random. Decide on a budget and make your decisions on what you are going to do with the car (i.e. swap, suspension, brakes, etc.). This is the only way to successfuly build up a car, or else you will find yourself in debt or just working on a never-ending project.
