Default rear brake/e-brake problems-help

I have replaced the rear shoes, bled everything properly, adjust the handle on the interior perfectly, but when I pull up the e-brake on the slightest of hills to park it barely works. I can feel just the driver rear is barely grabbing, passenger rear not at all. Is there any more adjustments that can be made like on the drums itself? Help these brakes blow and it's god damn annoying.

make sure the pads actually move when you pull the handle. Sometimes the cables rust in place.

You probably forgot to adjust the rear brakes, before you adjust the adjusted the E-brakes cables. Once you install the rear brakes, you have to adjust it to make sure they are barely dragging on the drum. It's the 2 piece metal that holds the shoes seperated. I don't remember what it's called I believe it's called the clevis but you can make it longer or shorter by turning the star in the center, up or down. Turn the drum with your hand and see if the shoes drag slightly. If they don't, then adjust that piece until they do. You have to do this for both sides. Then once you do that you can adjust the E-brake cable, and it will grab like a ****. I hope I made some sense here. If you're still confused IM me and I will explain it a little better.
Later.

It's right in the center, underneath the brake cylinder. You have to use a screwdriver to spin the star thing up and down, in order to adjust it.
Do you see it?

Here's a pic of what I'm talking about. It's # 25 & 32. It's called the adjuster bolt. You have to spin that up or down. Adjust it a little bit, then put the drum back on and spin it with your hand. Remember it has to drag slightly.
