O.K. Well when I first got the car in Jan. of this year the e-brake was to tight. So I checked it over and loosened the e-brake cable back to 10 clicks as the drum brakes where still catching when the e-brake was all the way off. So it was fine till now. Now I once again am having problems with the rear brakes scuffing the drums when driving and the e-brake all the way down. It' not like the e-brake is on all the time or something, but the rear brakes do not release all the way to let the wheels spin freely (without scuffing on the brake pad) when the e-brake is all the way down. Now I have come to the conclusion that possible when the brake where last done they never replaced the springs for the rear drum s and they are stretched and not retracting all the way or possible the drums are warped. I don't think the drums are warps as both side do it the same amount. Can anyone point me in the right direction?

Quick back ground: Bought it from Honda in Jan. They did all the service work (like brakes and TB) before I bought it. It's a '92 DX Honda civic hatchback.

Cliff's: Rear brakes dragging, brakes almost new and where just serviced, figure they never replaced springs and they are worn out, need some help.
