I bought this chipped p75 off a buddy and it was vtec converted but there was tons of corrosion on the back so I tried cleaning it the best I could but the ecu is in limp mode and when I try to data log it says j12/j4 are still connected when they are not can anyone spot the issue or point me in the right direction
You have a TON of potential troubles there with that ECU... questionable component installation, heavy corrosion causing component damage, some original capacitors and transducers are just a few... not to mention you truly don't know what is on the chip. Oh, and the ECU is at least 30 years old. I say cut your losses and find another ECU.

the ecu works perfectly fine without the j1 jumper plus I cleared and reprogrammed the chip
That board looks very questionable to me. I’d recommend getting Tyler @ oxytuned to have a look, and refurbish it for you, if it’s not already beyond repair. Look him up on the FB..

i'd check be using a loupe to look at all the traces, verify continuity, and resolder anything that looks sketch. If you can't melt the connection, make sure your iron has solder, and your heat is high enough. Im not sure if these boards are build with unleaded solder, but if they are, they require higher heat. Oxidation on the pins you are trying to reflow will inhibit heat transfer, i would clean it as good as you can, make sure you use flux and clean it when you're done.
