Having a no crank on my 96 civic b18. Have searched for days on forums and can’t find any answers. When I put key to run everything powers up but the lights on dash don’t dim and the ebrake light comes on. Clutch switch is working and starter relay is good aswell. Getting full 12 volts to the starter signal wire but when the wire is connected to the starter it reads 70 volts and 33 volts when I turn the key to run. When I jump power straight to the starter with the signal wire unplugged it will crank but not start as if it has no spark. I’m lost any help is appreciated.
Those numbers sound like amps, not voltage but I'm no electrician.
I just went through a similar issue and found I mistook the cruise control switch (releases when clutch is pressed) for the clutch switch (engages when clutch is pressed to the floor) when I troubleshot the circuit. Just tossing that out.

My bad I just checked again and the signal wire gets 12 volts but when I turn the key it drops to .40 ish. it’s not the cruise control my car doesn’t have it, I have the clutch switch bypassed it’s always been like that, can hear starter relay work. Have cleaned all grounds (even added 2 more) and battery terminals no change. The starter itself doesn’t make any noise. Have taken it off and tested it and it works. Also this happened after the car has sat for 4 months
No idea if this will help based on the troubleshooting you have done...but... for me, the circuit test in this link was helpful in isolating the issue to either the start circuit/wiring or starter/solenoid/ground. You may have done this, just tossing it out there. Hope it helps.
