Default Doesn’t shift right 1995 automatic civic sedan

The tv cable from the trans to the throttle body has slack and won’t retract back. The spring seems to be bad and not work on the trans. Anyone know where I can get a new one or maybe how to fix it?

Looks like the spring is fine... where it SHOULD connect to the rotor appears to be broken/damaged. I believe the end of the spring with the "L" shape should wrap back around toward the bottom of the rotor and connect there... which would help return the rotor when the cable is released. Not quite sure what help to suggest on this one... you will need to look closer. What is the broken piece of material on the "ledge" there under the rotor ?
