Low performance / longer crank when cold

Default Low performance / longer crank when cold

Hi guys,
ek3 1997 civic (d15z6) here.
My car feels way underpowered.
Granted it’s not an expectations issue,as I own other cars that are powerul.
Problem is the car struggles in even slight inclines.
I know the gear ratios are long,but 115hp in this light car feel like 70hp.
Engine is in good condition,runs and drives good.
Things Ive noticed - cranks longer on dead cold start.
Power fluctuates when driving on the hwy,for example at 5th gear.Car feels like it makes more power part throttle than on wot.

Things Ive replaced :
Crank position sensor (the one near the timing belt)
Timing belt and water pump (assured timing is correct,opened the damn thing more than 3 times just to check timing).
Battery is new.
VTEC solenoid gasket.
Spark plugs.

Tested TPS,Coil and MAF - all in spec.

Cleaned distributor cap - has some wear on the metal parts,but spark wise its fine.

Do you think this could be a clogged cat or a distributor/coil/wires problem ? Car does not have misfires or stuff like that.
Distributor looks untouched,so I doubt it’s timing related on the dizzy side.
