Why wiper arm doesn't go all the way down?

Why wiper arm doesn't go all the way down?
I have a 2024 Honda CRV EX-L. I noticed that the windshield wiper arm doesn't go all the way down right away (see video here) - it stops almost at the end and then pushes again to complete the movement. What could be the problem?
