Does your check engine light stay on when you turn the key to the IGN2 position ? If so, the problem is likely the fuel pump circuit in the ECU. Try to start the car with a "Known Good" ECU.

CEL turns off and fuel pump runs after about four minutes with key in IGN2. there was a bad solder joint in the ecu at a capacitor that i tried to resolder. guess i gotta find a good ecu then

If waiting a while with the key in IGN2 position ultimately works, this means that the ECU is the issue. You must either find the problem with the ECU and fix it, send it to a qualified repair facility for the repair of the fuel pump circuit, or replace the ECU.

These ECU's are getting really old and failures are becoming more and more common. It would be nice if some company actually created a NEW replacement OBD-1 P28 style ECU platform for those of us who would prefer to continue to run a Hondata S300 engine management system instead of having to convert to some type of "Stand Alone" engine management.

Try cranking the car with a "Known Good" ECU... any version, and see if there is a change in the starting operation. This is likely your problem... a bad ECU.

Sorry for the late response. yes, it does exactly what you explained up there^ only starts and runs when the fuel pump primes. I have no clue where I could take it to get fixed? I’m looking at going to the junkyard to get another. But, I’m not sure what ecu from what cars I could get or which ones I shouldn’t. my car is just a stock 93 d15b7 5spd

The ECU part number that you are looking for is 37820-P06-A0X. The "X" is the version of the programming and is not important... this digit will likely be between zero and three.
